Marketing Sounding for an Energy Recovery Project
The East County Advanced Water Purification (East County AWP) Joint Powers Authority (JPA) is currently evaluating the design, construction, permitting, long-term operations and maintenance, and possible financing of biogas energy recovery facilities from the anaerobic digesters at the future solids handling facilities forming part of the East County AWP Project. At the November 18, 2021 JPA Board Meeting the Board of Directors approved the Long-Term Energy Recovery Strategic Approach and authorized staff to conduct a competitive procurement process for an energy recovery / operations contractor (the Energy Recovery Project).
The JPA issued the Market Sounding on Monday, January 24, 2022. The JPA has released a Market Sounding for the Energy Recovery Project in order to:
- Identify parties interested in being involved in the delivery of the Energy Recovery Project; and
- Obtain input from the industry on (i) ways to best define the Energy Recovery Project to meet the JPA’s energy recovery goals and (ii) specific implementation, packaging and material risk allocation issues associated with the Energy Recovery Project.
The JPA will hold an informational session for interested entities in relation to the Market Sounding on February 2, 2022 at 1pm. Written responses to the Market Sounding are requested no later than 12:00 p.m. (PST) on February 28, 2022. The JPA intends to hold virtual one-on-one meetings with qualified entities on February 23 and 24, 2022 as further described in the Market Sounding. Details on how to attend the meetings and submit responses are provided in the Market Sounding.
The East County Advanced Water Purification (AWP) Program is a regional water and wastewater project. The Program is a collaborative partnership between Padre Dam Municipal Water District, County of San Diego, the City of El Cajon and Helix Water District. It will create a new, local, sustainable and drought proof drinking water supply using state-of-the-art technology to purify recycled water and diversify East County’s water supply while reducing its dependence on imported water. This Program will provide up to 30 percent of East County’s drinking water demands while reducing wastewater discharge into the ocean. Padre Dam, the County and the City formed the East County AWP JPA to implement the Program.
